About Licensing
This section provides guidance for determining whether a license is required for export, reexport, or transfer (in-country) transactions involving items subject to the Export Administration Regulations (EAR), 15 CFR parts 730-774, (or, in limited situations, certain U.S. persons’ activities that may be unrelated to items subject to the EAR) and a link to the Simplified Network Application Process Redesign (SNAP-R) portal to apply for licenses or request a commodity classification from BIS.
Determine what is subject to the EAR
Find out if your item (commodity, software, or technology) or activity is subject to the EAR.
Classify your item
Determine the Export Control Classification Number (ECCN) (if applicable) for your item. The item may alternatively be designated as “EAR99” (subject to the EAR but not specified on the Commerce Control List).

Guidance on end-user and end-use and U.S. person controls
Access guidance to determine license requirements based on end user and end use of items subject to the EAR or in connection with certain activities of U.S. persons that may not involve items subject to the EAR.
Apply for a license
Submit your license application through the Simplified Network Application Process Redesign (SNAP-R).
Track an application
Monitor the status of your export license application with System for Tracking Export License (STELA).

License exceptions
A license exception is an authorization described in part 740 of the EAR that allows you to export or reexport, under stated conditions, items subject to the EAR that otherwise would require a license.
