Regulations and Procedures Technical Advisory Committee (RPTAC)

The RPTAC’s primary focus is advising the Office of the Assistant Secretary for Export Administration on implementation of the Export Administration Regulations (EAR) and provides for continuing review to update the EAR as needed.  In particular, the RPATC advises on: 

  • Licensing procedures that affect the level of compliance with export controls applicable to any commodities, software, or technology.
  • Revisions of the CCL as well as proposed revisions of multilateral controls in which the United States participates 
  • The issuance of regulations. 

The RPTAC evaluates and comments on data and other information available from the Department, other reliable sources, and members own experiences. The RPTAC provides advice to the Department with respect to these matters. In this respect, the RPTAC is forward leaning, focusing on the use of technologies and projecting their likely effects on the future for national security, the U.S. defense industrial base, and the overall health and competitiveness of the U.S. economy. In doing so, the RPTAC may work with the Emerging Technology Technical Advisory Committee (ETTAC).
